“Republicans
should be emphasizing the good things we’re trying to do to try to
help minorities vote instead of the things many minorities feel is
directed at them, rightly or wrongly.”
In other words rather than
clearly state what "is" is, he is suggesting they keep an agenda, but
keep it to themselves, at least, I presume til after 2016. That seems to
be the way the Republicans are going and Rand Paul probably thinks it's important for him to get this message out now so he wont have to deal with it
when he runs for president. I predict he will (barring something
bizarre doesn't happen between now and then). Then, apparently, the choice will be Republican Rand Paul or Republican Rand Paul Lite.
